While I laughed at this and all, there are really valid reasons for this stuff. An animal shelter isn't planning on phone bombing you or dropping by your home.
However, if they become concerned about the pets care and have to call the police somewhere, they'd need a physical address. Or if they find out something concerning about the dogs medical history, they may need to leave a voicemail.
Animal shelters tend to be pretty strict in their adoption practices, but any good breeder should be as well. These are live animals that they're handing over to someone else's care, not just some product that the purchaser can do whatever they want with.
